Add support for controlling output of OpenAPI Generator version in generated files (#17952)
* add initial openapi config and java generated files

Installation

Build a gem

To build the Ruby code into a gem:

gem build dynamic_servers.gemspec

Then either install the gem locally:

gem install ./dynamic_servers-1.0.0.gem

(for development, run gem install --dev ./dynamic_servers-1.0.0.gem to install the development dependencies)

or publish the gem to a gem hosting service, e.g. RubyGems.

Finally add this to the Gemfile:

gem 'dynamic_servers', '~> 1.0.0'

Install from Git

If the Ruby gem is hosted at a git repository: https://github.com/GIT_USER_ID/GIT_REPO_ID, then add the following in the Gemfile:
