Implicit headers for SpringCodegen (#4858)

* Add a new option implicitHeaders with default false

* Change JavaSpring templates and codegen to handle implicit headers

* Add script to generate sample for implicitHeader option

* Add generated implicitHeader sample

* Fix alignment
