[enhancement] [jaxrs-spec] Add builders to models (#4930)

* Update formatting in jaxrs-spec POJOs

* Add generateBuilders option

* Update formatting in jaxrs-spec POJOs

* Disable the builders generation by default

* Ensure samples are up-to-date

* Revert newline change

* Run ensure-up-to-date
