Feature optional emit default values (#4347)

* This commit addresses issue #4346 and adds the proposed optionalEmitDefaultValues flag.

* ran /bin/cshapr-netcore-petstore.sh to create sample clients

* Fixed lost newline

* Ran script again to update samples
